The file does NOT have the vehicle files. You must go here (link below) and download Desmond's Ford and install it. Once you have installed Desmond's Ford, simply go back to Patchday4ng and replace explorer_sign_1 with my one. 

 

Hello! I've made another fictional Border Force paint job for user F5544's Ford CVPI. In the file, it only includes the paintjob, as user F5544 has specifically requested that his vehicle not be included. So please, go down to this link and download his vehicle (very easy to install) and then replace the paintjob in the police.ytd with mine. Once done, enjoy another lovely Border Force vehicle.

If in-game the Border Force livery doesn't show, open your trainer and select which livery to use. If you do not have a trainer, then simply open police.ytd in patchday4ng and delete all paintjobs and only have my own in there.
