    I was having the same issue:
    - game crash upon starting traffic stop, no matter if controller or keyboard used.
    Fixed issue by going into the RageHookPlugin Config. settings located in the Grand Theft Auto main folder. Changed the "IsDeveloperModeEnabled" to False because somehow it was on True. Same goes for the Startup file located in the main directory, change "IsDeveloperModeEnabled" to False because that also was on True. This fixed my issue instantly, no crash when performing traffic stops or performing any feature of LSPDFR, police radio, ped search, or CaloutV aswell. All wroking as should now.
