    GTAV has been updated - you will need to wait for RAGEPluginHook & other core files to be updated.

    Make sure you are running the installer as a admin (Right Click, Run as administrator)
    Make sure your gta directorys are not read only.
    Find your "Grand Theft Auto IV" folder that contains all the programs files.
    Right Click it, select properties.
    uncheck "Read Only"
    Click Apply, then OK
