Nothing different.
At the end of the day, this is simply bad news for people that want to play LSPDFR.  It means that we'll be downloading RPH at the same time you, and everyone else is.  We then have to compile the mod against the new version, give it a test, make sure everything's still working okay, and only then do we get to release it.
From what I understand, compatibility for the Steam version (which I use), has been there since early this morning.  If there'd been the foresight to recognize that developers of modifications using RPH might appreciate the opportunity to prepare their modifications for the latest version, then assuming everything did work, we'd be in a position to release an updated version of LSPDFR almost as soon as RPH itself was released.
Instead, we're left in the dark and being forced to find out information from other people.

Merry Weather ? (Could probably be a whole different mod with the last two) Free Repairs somewhere... Or unlock police cars around the block for my use. LS Repair shops are closed... can't use those. I have to break into police cars like a thief to get a new one. Make the garages at one of the bigger police stations repair cars and/or give the option to change/replace the current car for a different model. Why can't we fly choppers ? (See above Military Hardware/Merry Weather) I think that's it for me.
I've had fun so far but the lack of things to do is getting old rather quickly.
Can't blame it on the dev, that's a beta in the early stage and thus far it's just about what I expected!
I'm looking forward to see new stuff making its way in, in the coming weeks/months!

People saying there's no way to get a new car or repair yours:
 
You can hit F4 to bring up the RAGE Hook console, and type in 'Repair' to repair your car. To make it so the Pause menu doesn't come up, type 'Re' and then hit tab and enter.
You can spawn cars (with no customization) by typing 'Spawn <name>'. Some examples:
POLICE1 - Police Cruiser
POLICE2 - Police Buffalo
POLICE3 - Police Interceptor
 
I believe sheriff cars are prefixed with SHERIFF instead. 
 
Of course, an LSPDFR implementation would probably be better, but for now you can do that ^ or go off duty and then back on duty.
