    Can you please post your log files?  Log files are text files in your GTA IV folder with .log on the end of them.  Just search .log in your GTA folder, and post all .log files.
    You can also do some troubleshooting by launching LCPDFR Diagnostics Tool.exe, in the LCPDFR folder of GTA IV, and clicking "Check Your Installation."
    Also, try instaling these: .Net Framework 4.5, Microsoft Visual C++ Redist 2012
