i tried CryENB and used low and Lagged extremely bad and FPS was high

I looked Around on LCPDFR for a Decent ENB that doesn't make me lag? Im using a Windows Vista and it cant hold a Good enb at lowest quality so i was wondering if theres ENB that Doesnt lag? I get this error when i run GTA IV http://gyazo.com/56644d849387d630a42eae9925cb59d4 ELS 8, LCPDFR 1.0c Police helper ALPR Indicator. if i forgot a log tell me and ill upload it. Also when i click back into game it runs fine. And i looked on Google on this site for help didnt find anything but its like 2Am so i couldve passed over it.. and tried Net frame work.

I Looked on Google,here and other Websites and the trouble shooter, and i cant find anything similar to mine. When i had got 1.0c GTA wont even start with it. The Rockstar Games thing pops up and i hit play and nothing. So Honestly u think its because of not rebuilding the archive? So if i get the mod installer is rebuilds it and does everything itself?

Im using .95 LCPDFR cause 1.0 Crashes but i think i found the problem on that part but every time i put a Police skin or New siren it crashes everything works fine until i put them in, im using OpenIV should i try Spark? and if i put the skins in how can i get it back to the normal ones cause waiting 8hours for GTA IV to re-install is just too dam long.
