    For some reason when I do all the steps to change the character, I copy over the modded save from USB to PS3 HD but it doesn't seem to change when going in-game. I'm playing as Michael, by the way. Any help would be apprictated.

    I know it's not the same, but I just use the takedown feature built into ELS V8. Works out pretty well for me when doing traffic stops and such.
