When I try and join a ranked match, it says no mods allowed when I clearly have a fresh new installation and NO mods on. Also any tips to get GTA 4 Multiplayer working better and picking up matches?

Run GTAIV.exe or LaunchGTAIV.exe as admin. Also you could try running LCPDFR installer as admin. Could we also see a diagnostics log?
