    You have to buy GTA IV or EFLC in order to play LCPD:FR. LCPD:FR is free. When you have GTA IV or EFLC installed with latest patches (GTA IV - 1.0.7.0, EFLC - 1.0.2.0), only thing you have to do is launch the installer as administrator and follow the instructions. No, calling coroners and tow trucks doesn't come with LCPD:FR, they are from another modifications for GTA IV and EFLC called >vdH METT/Coroner Mod and >vdH TowingService which are used in conjunction with the >vdH PoliceHelper. Take a look at this tutorial section on how to install new vehicles models and vehicle textures. (http://www.lcpdfr.com/page/tutorials/index.action/_/vehicle-modification-tutorial/) To spawn vehicle and player models, and also other stuff use Simple Native Trainer 6.5. List of LCPD:FR controls in .pdf file ('?do=embed' frameborder='0' data-embedContent>>), and you can also press Shift+Tab when in-game which will open a window with LCPD:FR controls. I never used Xbox360 controller for PC because I don't have it so I can't help you with that. Download >ELS v7 and read the manual that comes with it, it will explain on how to install, how it works, what are the controls, etc. Also make sure you read this.
