You have to buy GTA IV or EFLC in order to play LCPD:FR. LCPD:FR is free. When you have GTA IV or EFLC installed with latest patches (GTA IV - 1.0.7.0, EFLC - 1.0.2.0), only thing you have to do is launch the installer as administrator and follow the instructions. No, calling coroners and tow trucks doesn't come with LCPD:FR, they are from another modifications for GTA IV and EFLC called >vdH METT/Coroner Mod and >vdH TowingService which are used in conjunction with the >vdH PoliceHelper.
