When the map is released it will contain two versions. The first an open map version, available for anyone to modify or play around with. Hence what you said a combat style training area, if you wish. The second version will be a bit more intense, featuring peds, gore and vehicles. Mainly based on current military involvement in the middle east. With factions such as the U.S. armed forces and local insurgents.
