They have the more cars then any other department has. It's not that easy. I've seen a few that were even keyed.

Not to mention that the NYPD bought Caprices in '96.  The white Crown Vics were '97s.

That model.  As I understand it, Crown Vics were purchased around '93-ish for highway, but they were blue and white.  There were also some repaints from the Transit/Housing merge in '95.  The later purchase of the Crown Vics was in '97 due to the Caprice's discontinuation in '96, and they were the new white and blue color scheme.

ah, i didnt know about the transit housing merge, but that would explain the 94s with the edges

Correct - the Transit PD cars that were repainted kept their Whelen Adventedge lightbars (which were very nice, and quite bright too).

They did, they bought Caprice's from 1987-1996. I believe they were referring to when the decals and color changed.
