Maybe its major city PD's doing it to look less aggressive for PR. I notice small town and Sheriffs Units still utilize them though. This vehicle looks great without it anyways. Add some spotlights though.

Add some spotlights though. Probably due to funding.. say a city has a 300 vehicle fleet ... that's 300 rambars at 1000 a piece
