Deputy Kjel0112 of the LCSO DUI division responded to a call in the Westdyke beach area about a person who was waving to passing bystanders on top of a big rock. The deputy, who was first on the scene, called in the LCPD and the LCFD to remove the suspect from the rock. The person was identified as Jefferson Mcguire, a mental patient who recently escaped from Alderney Mental Institute.
