Probably the vanilla cop that has FIB on his back. I think the model was only used for that one mission at the observatory. The rest of the time it say "Police" on the back of the cops

I'm not sure, but I think the model with POLICE on the back is the same one as with FIB, and that one has already been replaced by LSPD SWAT (it's not in RDE yet, but you can download it separately).

Thats true, maybe its alternating textures?

Yeah, those guys from the Observatory are s_m_y_swat_01 with a different decal that is only used there.

I don't think so. Look at the screenshot above and compare it to the LSPD SWAT model Yard made. Just headgear and armor, for example. This new model is probably just going to be added.
