​This is one of the side missions that you do for Beverly, he asks you to follow Poppy while she tries to escape the police. She then eventually crashes into a tree and get out of the vehicle and the officers begin arrest her

Yeah, but how do you take these photos? Do you enter a special mode on the game or what? Or is it just a cut scene?

BTW, I don't have GTA V so yknow...

​I use the Rockstar Editor that came with the PC version of the game, it allows you to edit the cameras, add effects and so on
