    I stand corrected, you're right.

     

    I was under the impression that the sheriff was the only body of law enforcement recognized by the Constitution. In that case, State Police, Local PD, Federal Agencies ect would be all created by state constitutions of acts of federal legislature, however I did some research and you're right. I didn't find any evidence to support my claim.
