It is a Fiat 125p, It is the licnese built version (by FSO of Poland) of the Fiat 125 (possibly were more of these than the actual Italian version too). This is a variant of it circa 1970, in the colors of the Polish Police (then called Milicja) from the time. Were built from 68'-1991, with some parts of the Polish Police likely using them up to the mid 1990s if not later for some smaller areas (eventually a mix of Western European stuff and the FSO Polonez replaced it) The car that is pulled over is a ZAZ-968. It is a Soviet-Ukranian built vehicle, were produced up to 94' I believe!
