In all seriousness, it's probably an issue with the VRAM. The GPU is trying to load more textures than it can physically handle, try lowering your graphical settings.

I had this problem even with a card with 2012vram (560GTX-ti) After much searching and with limited success I found the following only actually helped. I stopped using "traffic flow" and instead I am using Traffic control but what I think helped most was doing the following.

Going into graphics in-game and setting the graphics to sensible limits then taking note of usage of VRAM on the screen at the bottom I had 798/1991 on the gfx settings being used.

I took that figure and divided 798 by 1991 which gave me 0.40 I then made a commandline notepad document in my EFLC folder with the following and only command in it -percentvidmem 0.45

That has fixed this texture problem for me 90% of the time, it still happens rarely because both GTAIV & EFLC are terribly ported pieces of software.
