I honestly don't know what would cause the issue in your screenshots. I just tested the vehicle using the files directly from the download without modifications with and without dirt applied, and this is what I got:

Maybe you accidentally deleted a texture from the YTD? Try reinstalling the files, I guess.

I've not deleted anything, I reinstalled the vehicles files directly from the download and I still have the same issue, (and I have the same problem with the 2010 Charger Slicktop)

 

the weird thing is that when I see the vehicle from far away the wheels look normal

I fix it, I changed my graphic settings and now there is no texture issue

Alright man glad to hear you fixed it yourself. 

 

Not quite sure why graphics settings would impact the vehicle but Rockstar will be Rockstar I guess.

hahaha you're right with that, rockstar will always be rockstar.. I had directX version in 10.1, had to move it to DirectX 11 to fix this texture issue
