The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I edited the LSPDFR files to add Paleto Bay Police Department.

 

Added the Paleto Bay Police Department in agency_eup.xml, located in the custom folder.

Added my agency in regions.xml

Added my agency in backup.xml under <LocalPatrol>

Added a loadout in inventory_eup.xml, located in the custom folder, named "Paleto Bay Patrol"
I created outfits_pbpd_eup.xml, located in the custom folder, which defines the files for the uniforms and seems to be where the issue stems from, but I can't figure out the exact location of the issue.

My error log shows that it loaded up to outfits_pbpd_eup.xml and never got past it. 

 

Attached are the XML files which I edited/added, screenshots of the folders where the files are located and the RagePluginHook Log. If someone could help me locate the source of this issue that would be awesome!!! My game was working before I added this department.
