The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Yes, there is - if you have Simple Trainer, you can add tattoos to your character
Simple Trainer also has a lot of other usefull features, such as changing the colour of unmarked vehicles for example

Just to add to the above, once you add the tattoos with Simple Trainer, save the outfit in Simple Trainer.  Once you load LSPDFR and load into your character, open Simple Trainer, select the outfit and you'll have your tattoos.  Then you can go to the PD and go on duty with the tattoos.

 

However, I personally find it to be too much of a hassle.  As much as I want my character inked up (especially since I have many IRL), it's not worth it to every single time mess around with it.

Was too lazy to write all of this lol.

And yeah, ia gree, it´s a hassle. I gotta change my hair every time I wanna play because mine is blonde with purple as the secondary colour.

It can take a few minutes to do that, since I can´t save the secondary hair colour anywhere, so I gotta do it manually every time
