Can You Run It is a good program to give you a general answer to questions like those, but the specs on that device isn't exactly spectacular. I went ahead and ran a test on CYRI with the 710 and it looks like you meet the minimum requirements but I would seriously consider upgrading to something a little more recent for the best experience.

I would definitely start with a better CPU and a better graphics card. They meet the minimum but probably won't be playable with like 10 plugins, then things get a little tipsy like the frames. If you want a good LSPDFR experience with all the plugins to make it realistic, you should get a better CPU and graphics card. I am using a CYBPERPOWERPC with 8 gigs of DDR4 ram with a Ryzen 5 1400 processor with a NVIDIA GeForce GTX 1060 (used to have a RX580 but didn't care for it as much and didn't play GTA much along with higher intense games but now I do).  Anyways, if you have that kind of money but it still will be able to run.

 

I used to have a GT730 which my brother uses and he gets like 30 frames on GTA V and about 40-50 depending on what's going on on World of War ships or whatever that game is LMFAO, I hope this helps a little bit.
