The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Just so you're aware, it is against ScriptHookV's terms of service to redistribute the mod, so no one is able to give that to you in the event the website is down again.  Best to just wait until it's back up.
