Some issues with scripts and city disappearing...

Well, I recently returned to the tough world of modding GTA 4,
more specifically i'm using LCPDFR on EFLC,
(always use on TBoGT specifically)
Not just LCPDFR but like some mods for new callouts, among other additional things, but I have problems with the current state my game is in, and even reinstalling from 0 and carefully putting each mod one by one, the game always has the same issues.
 

Scripts stopping working even before activating specific functions, or while activating functions, for example:
mod Tow Truck with on-screen warning with scripts stopping working in situations before I use it ingame or while trying to use it.
 

Same thing with other scripts, some callouts as an example The Wasteland callouts (Bohan), works randomly, sometimes the script responsible for the mod just stop working as soon as I enter the savegame.
 

Police Helper Device: Same as above, sometimes it works the whole game well, and sometimes crashes when I use any function of it
As an example shortcut to ask for PED ID, sometimes it responds well and sometimes crashes and does not work again until I restart the game.
 

I also have problems with LOW FPS RATE, more specifically my FPS is getting around 25, 30 to 45 frames which should not be normal considering that my PC Configs are not so bad and I was modest when making the graphics settings of the game in the MENU, I put half of things to a minimum and just the textures and the resolution I put high, and of course ... I also use some commandline's to help with Graphic Settings or Memory etc.
 

And the most annoying problem I currently have:   Taxi issues, which is usual after modifying some vehicle in the game ...
this is a problem that is really bothering me, i only use two car mods, specifically modified police patrol and police cruser with 2 ford crown vic NYPD. one of them with ELS compatibility.
 

To solve the Taxi problem, I used some traffic loaders,

such as:    traffic load, traffic flow and two more i dont remember the names but i don't have they installed no more.
And believe me, the only thing that worked and stopped the 50 Taxi's on the screen was Traffic Flow, but...
using it I have a new problem: After a few minutes of Gameplay the city just starts disappears, so I don't know how to solve it 1 problem and solve the other too; (City disappears and Traffic full of Taxi's).

 

PC Configs:

Win 10 Pro
Nvidia GTX 970 (4GB)
8GB DDR3 RAM
CPU: Intel Core i5 3470 3.20GHz
Motherboard: ASRock Z77 Pro3
(I don't have any SSD Unfortunately)

 

Others:
 

The Microsoft dependents that LCPDFR needs are all installed.

 

Savegame:
The Savegame I use was made before I had any mods installed,
and i don't saved on top of it using any mod.
 

Random Crash with LCDPFR too...
I have crashed too using LCPDFR Without Other Modifications,
no cars and additional callouts or anything else, and the game still has some random crashes, especially in Porsuit callouts.

Note:   I'm pretty sure all of my scripthook, advancedhook and scripthookdotnet and asi loader are the latest, BUT I may be wrong so if anyone has the latest link I will be happy to redownload them for testing.

Note 2: if necessary I can get some logs of some crashes and send it here in Spoiler format (which I clearly don't know how to use well)

 

Mods I currently use:

Some but a few additional Callout mods like The Wasteland and one or two more.
 

Car Mods: Just Two Ford Crown Vic (one with ELS)
btw the ELS one i think is a low poly texture.

ELS V8 (just recently installed and already had game issues without this mod.)
 

First Person Mod
 

A few more extra mods like: Police Helper, Tow Truck,
Speed Radar, and some black police clothes.

 

(I recently installed CryENB, and it's funny how the game looked to perform better than before I used ENB, a gain of valuable 5+ fps.)

I think most of the mistakes started after the Taxi's issues, the use of traffic flow mod and now the city is disappearing.

Sorry for the long text, and for my horrible English,
I hope someone can help me because I really have a great desire to be able to play this game with LCDPFR with my mods without crashing problems every 10 - 20 minutes.
