The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Not sure why all of a sudden EUP has decided to play up, but every so often it refuses to load. Other times it works fine! Here is my log:

UPDATE: It would appear I'm not the first this seemingly random bug has happened to! 

 

Try adding your entire GTA V folder to your antivirus exceptions list. You should also check to see whether it has already blocked and moved the file to a "quarantine". Assuming you use Windows Defender, you can go to Windows Defender Settings > Virus & Threat Protection > Threat History and check in that section.
