now i can get a wanted level and the police officers are dressed funny, do you know how i can fix that?

That sounds like an EUP problem. I'd recommend redownloading the EUP Menu, EUP Law and Order, and EUP Configurations. When you go in game, press F4 (or whichever key opens your RPH console), type in ReloadAllPlugins then attempt to go on duty (you can go to any station, marked on your map with a black shield and white star).

If this works, then you need go into your RPH settings (hold down shift immediately after launching RPH) and go to the Plugins section then make sure your plugins are loading 🙂
