i cant seem to figure it out but im sure a seasoned player will be able to clear the confusion for me

so i pull over a drunk i press y to talk to him than press to issue a ticket/sumomn and its says there is no ticket done for this ped from computer plus so i go to the cop car press Y and do it but the court never info never shows up after i present them the fine (how come there is no DUI?) but again if i go back to the car and hold E instead of pressing y to make the ticket.there is way more options there as well and the court (F9) actually shows the info after im done doing a tciket for them.

so whats the point of using Y to make a ticket if holding down E and logging into the pc got more options?
