On any other than a model of a police officer, you can't use megaphone speeches, sometimes explosions block these sounds for a few seconds too.

You probably installed hardcore mode, it makes the experience with LCPDFR much more realistic, so you and the perps go down much faster. To disable this, you'll have to go to the FirstResponse.ini located in your scripts folder and set HARDCORE = True, to HARDCORE = False.
