Scripthook is not required to my knowledge to run LSPDFR as it is run on RAGE, Scripthook allows you to use optional .ASI scripts or Scripthook.NET for Scripts that you put in the scripts folder for example I have one that is a police radar, also ELS is not required for vanilla LSPDFR with default cars and such, ELS is an optional addon for enhanced lightning on supported vehicles that you can find here on this website but ELS is optional and LSPDFR does not require it to run. As far as I know all you need to run LSPDFR by itself is RAGE Plugin Hook.
