windows firewall will not let me turn it off to use the rage exe

I am having issues here I did everything possible but for some reason the windows firewall is not letting me turn it off to use the rage exe or let me download a new one it keeps blocking it even though I turned off some things in malware bites to turn it off but its still blocking everything heck it even thinks GTA 5 which is a legit copy from game stop 7 disc set is a virus or malware I need some help please thanks and yes I downloaded everything from the autoloader and everything else.
