The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I spawn into the game fine, but when I give myself weapons through the Smart trainer and I take a shot or cycle thorugh weapons, it auto crashes the game every time. When I load GTA without LSPDFR and I shoot I dont crash can anyone help?

Are you using the Simple Trainer mod? If so then that's a known issue. Seems like something is conflicting with the Trainer and LSPDFR 0.4. Best thing you can do to avoid this is by using this Police loadout script: https://www.lcpdfr.com/files/file/12551-alfredo-helper-police-helperloadout-loading-script/

Yeah, I've also been having the same issue. I normally use the loadout script so it wasn't too frustrating.
