Crashes on startup in Michael's house

So when launch rage it crashes after start up. Instead of spawning me at a police station, I end up in Michael's house. Doors wont open to let me out. Have to teleport out f4 reload all plugins, force duty. Then it works . Why does it crash on start up? Is anyone else having this issue
