Rage plugin hook not hooking

Hi, so I’ve been using LSPDFR for a while and just installed the new update on a fresh copy of updated GTAV. Put all my favorite mods from before on. And when I use RAGE it does launch the game but won’t hook. No splash screen and in game F4 won’t bring the command bar. So I assume it’s not hooking. But it doesn’t give me the common insufficient permissions or bad anti virus error. It simply launches as it should then doesn’t hook. I’ve tried everything to my knowledge so far and nothing’s work. Yes I have attempted the windowed launch then it just crashes the game. But I’m full screen it will launch. Just not hook. Please help. I would greatly appreciate it!
