The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Question on making stand alone DLC packs

I'm not new to making mods, in fact I've made hundreds over the last 30 years, but never any for GTA V.
What is the simplest way to add cars to my own scratch made DLC.rpf (?) so I don't have to keep fragmenting the patchdlc files?
I've read a tutorial or two but most I've read don't discuss just vehicles or how to make DLC that replaces original cars.
I only want to make my own police department in a separate DLC file for LSPDFR but I want them to replace original cop cars so AI units will use them too.
I think it would also be easier to have my own private archive so whenever HDD is formatted/game updates I can just add my DLC instead of starting all over again.

Yes, I have OpenIV, beyond just slapping the replacements in a new file, what else do I have to do to get the game to override the defaults and use them?
