Make sure not to release them.

Initiating a traffic stop you go behind the vehicle and press LeftShift then activate your lights/sirens to indicate it to pull over.

 

You can approach the vehicle and press E to popup a dialogue menu, just press Continue.

You can get an ID and walk away perfectly fine just make sure that you aren't pressing the button that sets them free or pressing LeftShift again because that cancels the traffic stop.
