Does anyone know how I can change the default color of my police4 slot to black so that my custom CHP Charger doesn't have this horrible blue glare on it?

Go into the carvariations. You'll see several instances of three digit numbers. Those control the color that the car spawns in. 000 is black.

However, if you're having an issue with white liveries being bright, you might need to look into a different graphics mod.

In OpenIV-->mods-->update-->x64-->dlcpacks-->mpchristmas2-->dlc-->common-->data

Extract "carvariations" to your desktop.

Open it in Notepad/Notepadd++/whatever text editor you use.

Add this line underneath <variationData>
