The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

How do I edit the type of backup units that spawn?

In LSPDFR .3 I was able to edit the backup.xml so that I could choose which vehicles and ped would spawn. But now when I try to edit the new backup.xml in .4, it doesn't list the type of vehicles, or peds. I have a few Highway cars as the policeold1 and 2, and before I was able to choose which peds and how many spawned. Now, I have to request NYSD for backup and they show up with the NYSD peds. and the same type of thing for other slots I have filled. Any help would be appreciated. Thanks.
