The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Hey all, I know there are many of us here that are huge fans of LSPDFR. I count myself in that category. I think the first time I played was when it was LCPDFR for Grand Theft Auto IV. Be that as it may, I was, like many others, quite excited about LSPDFR 0.4 and its release. I know so many of you all were as well. What bothered me was the impatience and sometimes harsh commentary towards the developers and staff leading up to the release of the current update. I will digress on that sentence and get to my point. The developers that work on this mod and make what they made for us all deserve a whole lot of appreciation for the time they take out of their lives to do all this for us. Not trying to be cheesy here, but I just started getting into developing myself and it's not easy. Especially when there isn't a whole ton of incentive to do so. 

TLDR: Show some appreciation to the developers of this mod. Its more than well deserved. So, Thank you!!!!!
