Can't go on duty/force duty; station icons are on map

Hello, I have been facing an issue I had for weeks now and I can't seem to get around it; it is, as stated in the title, that I cannot go on duty or open the console to force duty either. The stations are there but I cannot press E to go on duty. When I launch the game using the RPH executable, it just says "launching/starting singleplayer using RPH" or something along those lines, I don't get the generic splash screen.

I'm running the windows 10 with the creator's update.

Things that I've tried:

— Verifying that all of my files are up to date.

— Turning off all the gaming options in settings, that were added by the creator's update.

— Forcing windowed and borderless mode.

— Forcing dx11/dx10.1/dx10 and windowed mode.

I have tried reinstalling everything multiple times and I've run out of options.
