The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

That wouldnt work, peoples plugin folder refer to different peds and vehicles which are placed in the .ini of certain plugins. Your game would crash more times than you would know what to do with.
