Hey peeps, im having some trouble with a few vehicles. when i attempt a pull over with police, police3 and police4 it will mark the vehicle however when i close the distance it doesnt blip like the others and when i blip the siren the vehicle will drive in 1 direction until it strikes something

Just to be sure, you're right on their ass, right?  You have to be pretty close.

 

As per them driving in one direction, open the ELS INI and change "ELSTrafCTRL" to false.

i figured out what it was i had 2 vehicle metas in my mods section
