The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I checked all the requirements and its all installed and good, yet it still doesn't work?

I would triple check everything.  I have it installed and it's working fine.  Triple check everything, including the prerequisites that he lists on the file page.
