The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Yes, STP works fine by itself and can replace AM if you want it to.

@Giordano If you are here I want to ask one more question. Today when I was getting suspect to prison (nearest jail on the map, in LS, near Michael's house) when I clicked to jail suspect by myself it teleported me outside the map like it didn't load interior. Dunno if this will happen again, will check this tomorrow. But do you know maybe something about this problem?

I haven't heard of this that I can recall.  It probably glitched out and was trying to load the interior, but couldn't.

I downloaded arrest manager when I started playing.  Now I downloaded Stop the Ped.  I see you don't need arrest manager if you have stop the ped.  How do I delete arrest manager without messing everything up?

Just delete it the same way you installed it. 🙂  If needed, go to the AM download and download it.  When the download archive opens, open your LSPDFR folder and delete the files in your folder that are shown in the download.  Note: don't delete the albo1125.common file
