The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I downloaded everything properly even with a tutorial the second time. I load in and police stations are working properly. I cant go into the back room without police on me/ wont even let me become one. Any Ideas?

When you load in, do you see the police station icons on the map?

Next time you launch Rage, wait until the Rage logo appears.  In the lower right will be a gear icon, click this.  When the Rage settings opens, find the one that says "forced windowed mode".  Check this and launch the game, see if that helps.  (Yes, the game will start in windowed, this is fine)

It shouldn't, but I can't say for sure. Sometimes it's finnicky. 🙂
