The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I'm having an issue where all the ELS lights appear to be white. I've tried a few different things of various sorts with different visual settings in the visualsettings.dat file and others. Nothing has worked. Is there a solution to this?

 

Also, everything has been installed correctly and all essential files are present.
