I recently re downloaded GTA V so I could play LSPDFR again. I downloaded RPH and everything else necessary, as well as police vehicles and a siren and some scripts. But, every time I run RPH, it takes a while then says "Bad Antivirus or Insufficient Permissions". I disabled all AV and ran it in Administrator mode, as well as trying to start it while the game is already loading which worked last time I had the problem. But now, nothing I have done or been told to try has fixed it. I'm currently making a backup on a different hard drive in hopes that it fixes. Does anyone have any idea why this is happening, and any solutions? Thank you in advance.

I’ve re installed the game 3 different times and still can’t get it to work all anti viral is down and same for widow defender idk what to do. Please help

It doesn't work if you click play after the crash and then load RAGE when the siren splash screen is going? If not.. try going into RAGE settings and force DirectX11 on and force Windowed Borderless Mode on and see if that works.
