The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

So guys if you have been browsing and looking how to fix the issue that is in the title it is this simple. And i had the same problem until i found some fellas in the youtube comment section of the video who had the fix. Simply disable or add an exclusion to the gtav folder on your Anti Virus software :)
