hey guys i can go on duty and pull cars and respond to call but i after a while the keys dont work i have disabled the trainer keys and it still does not work also when i want to respond to a "suspects fleeing scene " i say yes and then every-time it says disregard incident is code 4 ???

"Disregard, code 4" is a safety feature to avoid the mod crashing when a call out can not be initialized properly, from what I have been told. What do you mean by "the keys don't work?" Which keys? Alt + b for backup? Shift to pull over? It may be of use if you post the results from the diagnostic log,
