The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

When i  give a driver a citation, a red sports car pulls up out of know where and starts a shoot out. Anything i can do to prevent a shoot  out so i can just give the ticket and on aboutmy business?

This is a result of TrainerV.  One of its keybinds is to spawn a red vehicle with guys who will shoot you.  You can either disable all of TrainerV's keybinds in the in-game menu, or go into the INI and disable that one.
