The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I know that there are many of these questions but I have not found a solution to my question, which would say: lspdfr.dll is about 2 calls per second when you arrested someone. could anyone help with this fix?

As this picture shows, the issue is with CheepCallouts.  I recommend removing that mod completely and then doing a clean install of it.
